Taxi association patrollers have no lawful authority to stop, search, impound, or issue fines to private motorists under any circumstances, including instances where a motorist is conveying passengers or has offered a lift.

 

Any such conduct constitutes a criminal offence, which may be extortion, theft (confiscating car keys), assault, intimidation, crimen injuria, kidnapping, or other related offences.

 

Private motorists who are subjected to such conduct are strongly urged to lay criminal charges against the individuals involved (and not withdraw cases!).

 

Law enforcement agencies must and will ACT DECISIVELY, against any person or group found to be engaging in these unlawful activities. No taxi association or its patrollers are the law unto themselves.
