In this 22-minute session, James interrogated Lt Gen Nhlanhla Mkhwanazi, bringing to light the involvement of known figures in what she calls the “BIG 5 cartel,” which allegedly includes SAPS General Richard Sibiya and crime kingpin Kat Matlala. These individuals are thought to be deeply linked to drug distribution and to have connections with police protection rackets.

The committee, formed on March 11, 2026, aims to investigate claims of entrenched corruption within the South African Police Service (SAPS). The allegations center on networks that blend organized crime activities such as kidnapping, tender fraud, and extortion. During the hearing, evidence such as WhatsApp communications and tip-offs were discussed, indicating how officials are allegedly protecting syndicates that threaten public safety and well-being in South African communities.
